Yes, every MALE should be required to train but serve on a volunteer basis, unless there is an extreme emergency

But all men should be trained and prepared in case of an emergency. And all citizen should be given vouchers to arms tax free on their 20th birthday to be part of a well formed militia on a moments notice. We give tax dollars to arm other nations but we should first arm our own nation.
