Lobbying describes paid activity in which special interest groups hire well-connected professional advocates, often lawyers, to argue for specific legislation in decision-making bodies such as the United States Congress. Analysts estimate that there are over 100,000 working lobbyists in Washington D.C. who bring in a combined revenue of over $9 billion annually. In 2007 the U.S. Congress passed the “Honest Leadership and Open Government Act” which placed lobbying “cooling off” periods for members of Congress and their staff. Senators and their staff were now prohibited from registering as lobbyists for 1-2 years after they left office.

The gun industry faces a growing threat of civil liability over gun violence despite a federal law intended to shield manufacturers from costly lawsuits.New plaintiffs emerged from a rash of mass shootings. Eight Democratic-led states have enacted laws making it easier to bring civil lawsuits against gun makers. And courts are weighing several lawsuits brought by families of mass-shooting victims.The gun industry’s exposure to negligence and public-nuisance lawsuits was once assumed to be largely settled. Now, the issue looks destined for Supreme Court review.In 2005, gun industry lobbyists persuaded a Republican-led Congress to pass a statute giving dealers, distributors and manufacturers broad immunity from a torrent of tort litigation.Gun-control advocates and trial lawyers have spent years refining their legal theories and lobbying for new state laws to get around the federal statute’s constraints.“It’s not this cloak of immunity that everybody originally thought it was,” said Philip Bangle, a senior litigation counsel with the Brady gun-violence prevention group.The firearms industry says gun-control activists are defying Congress’s intent when it enacted the immunity law.

At the same time, as the former president distances himself from Project 2025—a right-wing policy roadmap aiming to purge the federal government and reshape the executive branch and turn the US into what critics characterize as a Christian nationalist autocratic state—Vance’s Venmo network reveals his ties not just to Halikias but to others associated with a maximalist interpretation of MAGA. Gladden Pappin, for instance—president of the Hungarian Institute of International Affairs and a figure with close ties to the intellectual wing of the far right—shows up as one of Vance’s friends.
