Essentially yes. But other things need to be done. Increase taxes on top income bracket, eliminate deductions and loopholes on taxes for large corporations, reduce military spending and police budgets.

Increase taxes on the wealthiest, limit corporate tax loopholes, and reform spending to go where it will most lift Americans - when lifted we will earn more and in turn pay more taxes that can be used to improve infrastructure, support those in need, etc
