There will be congestion and driving taxes to increase public transportation usage, and vehicles that rely on sources other than petrol will still be taxed.

If they actually did the maintenance and fixed construction projects I’d be fine with it. Currently I don’t see it working right.

Yes, but temporarily until prices of gas decline, and lift the restrictions on oil and gas companies and pump more gas.
