No, Major General Qassem Soleimani was merely using asymmetrical forces to achieve Iran's goals in the Middle East the same way we were, and at times to our benefit. If we wished to avoid him using such means against the US, the right way of doing so was through diplomacy, not violence that gives Iran the moral high ground.
