There already is a civics test, in English, during the naturalization process.
There are, however, waivers and exemptions if a person qualifies for one. Regardless, a civics test exists, there are three components, reading, writing, and speaking the civics test covers important US history and government topics. So this question is moot

Yes, and natural citizens should also be required to take this test every 12 years to be licensed to vote
