So they have the money for miles of razor wire (which wouldn’t last five minutes in a human rights trial), but not even enough to use their national guard at maximized capacity? They have the resources too, the government is just helping too slowly, which is a responsibility that lies in the hands of congress, not the president.
Then why is he not acting when Congress has for generations passed laws that enable him to act, and both Congress and the States demand his action?

Congress and the Senate need to assist in the process. The president has wide power over immigration in SOME aspects, but he’s not as strong as people think, and to shut down a border, he WILL need a bill. What congress wants him to do is reinstate border policies from the Trump administration that are widely considered draconian and cruel, and have shown frequently to hurt all immigrants legal and not, so if he tried that, the political consequences would blow up in everyone’s face. If he can use his power to end Title 42 and instate catch-and-release – if he can use his power to blow a hole in our border and allow these criminal invaders to destroy our country – then don't tell me he doesn't have the power to stop them, the power to repair the hole in our border and change catch-and-release to catch-and-deport!

For a long while, Biden was increasing Title 42, but removed it after a while because it was sectional technicality of an Act that his departments DID have control of. The things he did were a large series of small steps, and they did not open the border as much as keep it from being closer to closing. Shutting down a border is a much more dramatic change which WILL require a bill. You’re falsely comparing an aspect of a bill that gave him some power to expel people to the literal shutdown of the largest border crisis in the North American continent. There’s a lot of steps between those two things.

Not to mention, Title 42 was a Covid policy, meant for dealing with the pandemic a bit, so when Joe got rid of it, it’s because it was unnecessary and outdated in 2023.
