Historically, countries like Portugal decriminalized all drugs in 2001, focusing more on treating drug use as a public health issue rather than a criminal one. This approach has led to significant reductions in drug-related deaths and HIV infection rates.

So, it's not about allowing or disallowing the death penalty in a blanket manner but about assessing the most effective and humane response to different types of crimes.
