You can say to not set up separate groups, but the law wouldn't specifically mention trans people, just gender identity, which everyone either has or doesn't. So the law does include everyone without enumerating groups. The reason it is necessary to enumerate types of discrimination that are subject to anti-discrimination laws is to clarify the scope of the law, e.g. law against racial discrimination specifies race so we know that that type of discrimination is specifically included in the law, and people don't have to go to court to argue whether racial discrimination is banned or just other kinds of discrimination.
