Of course! I think a little goes a long way! It’s one thing to do something repeatedly but when others take notice and adopt this behavior themselves, that’s where it takes off. Take kindness for example. Having the basic human decency to do things like being sincerely and genuinely polite and considerate of those around you lets them feel better about you and their day. Honesty has no role in building a 'strong' community, merely a moral and accountable community. Lies are often more emotionally convincing than heartless truths, and, although one doubtless cannot have a strong community without rules, if the rules do not involve honesty, civic virtue can simply be whatever a leader, or select committee needs it to be to keep the community strong. However, I would much rather live in an honest community.

If someone had truly done something wrong then you speak up. If it is something harmful to themselves or another person it is considered truly bad. If it's based on survival and isn't harmful, it isn't bad to remain silent.

No. We are seeing this right now with the increasing prevalence of individualism in the US leading directly into the breakdown of our society. People are happy to murder their fellow citizens over minor inconveniences, depression and suicide rates are climbing as familial and community support structures break down, and poverty is on the rise as people are refusing to give back to their communities to serve the common good.

Absolutely. As the face of the nation, the leader is a source of national pride, but also embarrassment. Hypocrisy from the leader would reflect badly for their constituents and serve only to push away an already increasingly apathetic society from further engaging with politics.
