I think goverment proceedings should be followed like if you are in a govermant building or during the pledge of allegiance any religious clothing covering the head should be removed.

I do not believe that any person should be forced to adhere to any form of religion or religious practice. If a person wants to dress themselves in a way that aligns with Islamic Fundamentalism, then that's fine. If they don't, they shouldn't have to. If your fashion choices were influenced by traditional values, they may be limited, but this is a matter of personal opinion and personal choice.

If I had the power, I would not make law of any religious practice. Religious practices should be chosen freely. Man's law should be inspired by and drawn from God's law, but religion should be absolutely free, or it defeats the purpose.
Hypothetically, if you were to *force* me to choose one religious practice that had to be enforced, I would say going to church every Sunday. In my mind that's sort of the bare minimum religious requirement, and not that hard to do.
