Well, presidents and self-described conservatives Reagan, W. Bush, and Trump all massively increased government deficits, Hawley just thinks some of that increase should maybe help workers and families occasionally.

Airfare has been historically dropping thanks to market competition. No need for government intervention to save us from evil corporations that are already working for the welfare of consumers
