Yes it should because it is not always safe to travel to out of the country

It all had to do with gun control. The surfers were having fun doing something they loved and they were killed because of how easily it was to do so. No one would be able to swim out there and stab them unsuspectingly. But a gun can do just that.

Protecting our borders from the illegal movement of weapons, drugs, contraband, and people, while promoting lawful trade and travel, is essential to protecting the people.

it's not the government job to just protect tourists, the people traveling made that decision to go there. The government's job is to make sure they have laws in place to protect people from anything that can harm them. citizen or tourists.
